All Ratings Will Be Reset to 1500 at end of year...

If the ratings there are out of whack, resetting them all to 1500 and letting them adjust naturally is a pretty bad way of trying to fix it. They could run a simulation as if they reset every rating to 1500 at some certain point in the past, then use all of the past games to update the ratings. Taking it a step further, they could then use the new ratings to find people who's ratings are way out of whack and have games against those players adjust the opponent's rating less than others.
Just resetting everyone to 1500 means you'll have experts and beginners playing each other, which neither player is going to enjoy.
