Match requiring a minimum rating

I posted a 2-person match a couple of days ago.
I required a minimum rating of 2600.
Someone signed up for it who has a rating below 2600. (Is that supposed to happen?)
Further, this someone is playing something like 262 games at once.
He has a default rate of about 31%.
He signed up for one of my matches some time ago and defaulted on both games.
I don't want my time wasted, so I have just resigned both games in disgust.

I still think a Block feature is a good idea.
Why can't we block people we don't want to play with?
Why do we need to tolerate people who are either disagreeable or virtually-guaranteed time-wasters?

The one possible solution might be to make sure you set the minimum rating higher than that of the scoundrels you wish to avoid. Being able to abort a game would be a neat solution too.

His rating probably dropped after he joined the match. The issue with allowing people to block people with a lot of time out is that everyone would do it, and those people would never be able to play with that account again, so they'd just create a new account. At least with the current system you know who they are.
