In this game two kings try to mate each other but redrook seems to believe in a better position.
Could you please draw the game. I offered draw several times since it was clear. But redrook denies accepting draws.

surely a draw is more than justified for each side (and it´s honorful for you to have claimed it), but in my eyes the claim should be your opponnent´s duty:
- he is significantly down in time (in your game),
- he has refused your earlier offers,
- he has lost more than 10% of his games by timeouts,
- a closer look to his current games shows that he again has time trouble in a handful of his games (all kind of positions: superior, inferior, drawn).

I admit that it is fair (of you) to offer a draw (and I would have done the same), but in regard to the times remaing it is his turn to accept it and/or re-offer it later - in case he realizes the situation.

I can´t find the word "checkmate" anywhere in my post.
My focus is more in the direction of "time trouble", "timeout", "time forfeits" and such.

Bro your implying that even if the game is a stalemate draw or whatever an opponet should take the cheap draw half point or whatever. To me if the game is far behind reach either resign or draw and move on. There are and will be plenty more games to play but to do something like what he did that's uncool. Just my view I may be misunderstanding you.

Only Two Kings left, Should be an "Auto Stale-Mate/Draw"...
Other then that, Days Left for a Move Seems to be the Only way the Game can End; with a Loss for the Player that Just Can't Continue moving a GD King Forever...
We can't have a Clock or Move Limit; Day's Left for a Move, is the Best...

No, that game is over, the participants agreed to a draw as soon as it reached K vs K. I haven't implemented this as automatic because it doesn't come up that often, most players agree to a draw on their own.

His timeouts are on purpose. When he is in a lost possition instead of resigning he lets time run out. The guy is a mental case
