It's pretty common to see people suggest using rating points as punishment, but a player's rating should be nothing other than the most accurate possible measurement of a player's skill. If you deliberately lower a person's rating, that negatively affects the next person that plays them, either by getting beaten by player with a lower than normal rating, or by beating a play better player than they're rating shows. And that will cascade throughout the system as those players play more games.
