Why no avatars?

I seem to recall this being asked a long time ago, but searching didn't bring anything up. So the question is, why can't we use avatars here in the forum, when we're allowed to put a much bigger picture in our profile?

The main issue is that someone will upload inappropriate pictures as their avatar. I have to review every one, and there's been a fair share of ones I had to delete.
The forum software doesn't have any feature built in to allow them to be reviewed. But I suppose there's a way to make the profile image show up as an avatar.
