Time-out FAQ

It seems that every three weeks, another topic is made about time-outs. Most of these are the same questions: Do I get a win? Does it count as a loss? Why aren't they moving?, etc.
I propose a Time-Out FAQ. Maybe it could be a link on the home page or perhaps a sticky on the Forum. Either way, perhaps it will keep the forum less cluttered?
