1.Kc1 Kb3
2.Kd1 Kc4

Black's K must stay in the square of the e-Pawn, and therefore cannot harass White with ...Kb2.

3.Ke1 Kd5
4.Kf2 Ke4
5.Kg3 +-

I'd would say provided white did not play 1.e4 white wins

if white plays 1.e4 it is a draw

What if 1.Kc1 Kc4 2.Kd1 Kd5.... Black's goal being to keep the opposition and not let white through on the other side.

After 1.Kc1 Kc4 2.Kd1 Kd5 3. Ke1 Ke5 (3... Ke4 4.Kf2 followed by Kf3) 4.Kf2 Ke4 5.Kg3, the same position would be reached as mentioned above. White cannot be prevented from playing 6.Kf3 (after which White will either be able to continue 7.e4, 8.Ke3, 9.Kxd3, or 7.Kf4,8.e4 etc.).

provided white was careful moving the king around black will eventually be forced off allowing white to start advancing the e pawn
