Not resigning

I've had problems with people losing then just stop playing their game so their opponents won't gain rating. I know they're active because they're moving the OTHER games, which they are not losing. Can we prevent this? Why is it that when players time out, their opponents won't gain rating?

If your opponent times out before making 10 moves you won't score a win, but if he times out after the 10th move you do get a win. If you have players in obviously lost possitions where they're not moving just post the game numbers here and I'll deduct enough time so the game will end soon whether they move or not.

No ratings points on timed out?

I haven't experienced that. The only time I didn't gain points was if the player's rating was that much lower than my current rating, but that is normal. You only gain points if the players rating is so many points( I'm not, sure possibly 300 point's or so ) lower than yours, Equal to yours ot higher
